Reaper Learn Midi not working ever??

I've set up a BCF2000 and BCR2000 to control reaper, and for the most part they work together ok. However, trying to assign new actions to the controllers is impossible. For instance, when trying to control a plug in parameter on a channel, the learn midi function in reaper never detects any midi input from either controller, despite them working and controlling other actions. Whats going on here, its driving me insane? I have each controllers inputs and controller devices enabled as well, but no luck.

Are you using either as a control surface? If so give details. Which modes are you using? Eg. usb 1 to 4, standalone. How are they connected to your computer? Eg. usb or midi cable. Are all the ports enabled+control? Are you using any virtual midi cables? Eg. midi yoke, LoopBe. The reason for so many questions is these devices work perfectly here, and you have given so few details I wouldn't know where to begin sorting the problem. A screenshot of your midi device settings and surface controller setting would help.

I plan on having bcf control faders, mutes and bcr control record arm, some aux out and plugin parameters. Certain functions work well on both, but trying to assign functions any which way is a nightmare. I'm getting all proper input and output activity on both from midi ox and bc manager, and even had a demo of studio one work like a dream with both controllers in a matter of seconds. Therefore I'm sure my hookup of the units is not the problem, but rather reaper in supporting these units. Really don't know why as the controllers are such simple devices and studio one easily assigns all parameters to any pot or fader on both units.
